Kom maar is the most-used member of Dutch's imperative-plus-maar family. The verb kom on its own is a direct order; adding maar downgrades it into something closer to "come, no pressure." Dutch handles this softening with a particle, where English handles the same softening with intonation. An English parent saying "come" with a falling, casual intonation gets the same effect that kom maar delivers explicitly.

The phrase is so embedded in Dutch service-and-hospitality life that cashiers, hosts, and receptionists use it dozens of times a day. It's also the first thing a Dutch parent says to a hesitant toddler, the first thing a Dutch dog-owner says to a shy dog, and the standard verbal nudge anywhere a soft "go on" is needed.
